The United States of America is a union of republics (i.e. states or commonwealths). If a state or local government decides to develop a city on the coast below sea level, that is there prerogative--and their responsibility. I keep hearing about how hurt the affected areas are because they're losing $500,000 per day in gambling tax revenue. All that means to me is that for the other 300+ days of the year for the past 5 years they've had $750,000,000+ to spend on maintaining their own levies.
