Comments:
The Posse Comitatus Act prevented President Bush from sending the military into the hurricane Katrina's path. Bush personally asked Governor Blanco twice to sign the necessary paperwork to allow him to act and Mayor Nagin to order a mandatory evacuation; however Blanco refused and Nagin finally agreed to a voluntary evacuation. Bush might have been able to use the Insurgency Act to circumvent Blanco's stubbornness, but that would've just given the Marxists one more thing to misrepresent.
